In his earlier tweet he's playing GTA5. Seems like he just wants GTA in Toronto.

Nah, I think it would be awesome on the PS5. GTA IV was released at the beginning of the PS3 era too.
A seasoned VA would not simply just tweet out the announcement of a new GTA and it's setting in clear violation of an NDA they'd signed if working on it... or even if they'd heard it through the grapevine.

Honestly I'd much prefer another near total city based map compared to V's massive expanse of nothingness.
