I have two X1Xs, both in preview beta, but only one has the new dashboard update

How is this even possible? Does MS really randomly assign the new dash to active Xbox consoles regardless of the Gamertag? (both use my sole GT).

Is this this just an error that can be fixed? I have tried restarting my other one but it still keeps the old dashboard even after another update. Has anyone else had this issue?

The new dashboard is only being tested on 50% of insider consoles. It's possible only your primary console was selected for the test.

Ironically, it is the one I use less often so Im surprised it didn't go to my primary one.

They randomly select 50%.
I'm in skip ahead, top 1000 and haven't had new dash in both preview rounds on two consoles.
