Translation:
CPU:

8 core Ryzen at 3.3 ghz.

RAM:
24GB of GDDR6 total on 384 bit bus.
1GB of L4 cache means probably the main ram useable.
L4 is just a fancy term for main memory.
22GB for games, 352bit dedicated to GPU
1GB for OS cache, 32bit dedicated to CPU
1GB probably left for OS rendering.

GPU:
64 Arcturus Engines
11.5 teraflops

Digital Foundry just had a video about navigating the swamp of next gen leaks.

This has no source at all! So definitely goes in the bullshit section.

That's definitely a DOS prompt OP.

Also, I find a program in the unreleased Xbox's pre-boot environment called socdump.exe incredibly hilarious for some reason.

They're likely specs in the sense that everything about them could be easily guessed as a possibility for the higher end console at least. The cheaper one is not likely to use a 384bit bus (it's possible, but I wouldn't bet money on it), but everything here is an extremely milquetoast prediction. It could be real, it could be made up, but even if made up it's probably still somewhere in the vicinity of 60-75% accurate because we have a very firm idea of the technical landscape it's going to come out in and is therefore easy to make guesses about everything except precise clock speeds and cache counts. This is based on the assumption that the "352 bit bus" and "22GB RAM" are that which is exposed to games and that it's actually 384/24 as people seem to be assuming.
