I'm pretty sure that's just a red herring. The final character will actually be Makoto and you will not convince me otherwise.
First of all, it's just a blob of gibberish because of the way the image is blur-mirrored, and secondly, if you look for any concrete point of similarity to Rose stage all you can find is what looks like a column, but in a different style than the column in her stage, and which is actually just a vertically mirrored object of some kind and not a column at all.
I felt he was decently popular and most of the more popular characters are already in. Also he's in the story mode.
