Why are Gamefreaks Pokémon titles often technically behind times (Opinion)

After all the Arceus screenshots, it seems some people can already play the game online and I feel it still looks really really bad.

The NPCs, most of them do not even seem to have any animation and just stand still. Some of them seem to have an idle animation that just loops and loops.
The whole city due to that looks like a ghost town.
No one is moving around. They just stand there, like placeholders.

The world itself also looks a generation behind BotW and so static and like someone created that in Unity.

Is the thread title a question or an affirmation? Thread content doesnt seem to offer an explanation why they are behind the times
