Avengers 4ever will reboot the worlds and bring back all the dead in some fashion or another. Also, if Doom wills it so shall it be done.

Well there is Ghost, and in someway Goliath,
but Zemo is around; Captain Marvel could introduce Moonstone, maybe a Spider-Man villian, but the crucial part is to introduce Screaming Mimi or directly Songbird, and that could be it, Thunderbolts!

A Thunderbolts movie doesn't strictly have to be based on the most famous Thunderbolts members.

We have General Ross to order its creation, Zemo to lead it, and Ghost is a classic member. It'd be a good excuse to bring Abomination back as the muscle member, even though he was never specifically a Thunderbolt the MCU version would fit into the team quite nicely. And you could easily introduce a few additional villains on top of that. Do we desperately need to know the origins for Beetle/Mach, Fixer, or Songbird? And if you're willing to play it loose with the comics membership, Batroc already exists in the MCU. You could do Anton Vanko as the Crimson Dynamo, if they just recast or do a voice-alike and never show him outside the armor. It'd be a good opportunity to bring in Taskmaster as a sort of drill sergeant for the team.

Thunderbolts is almost guaranteed down the road, just don't expect that every member of the team will be a member from the comics, or be previously introduced in the MCU. Assuming Zemo and Ross are the effective leads of the film, it's fine to have a bunch of smaller players without origin movies.

I'm not a fan of the idea of a Black Widow movie unless it's not a prequel. Atleast make it go back and forths in the timeline, flash backs for prequel story but something happening in the present day.

Thunderbolts would be the absolute perfect place to bring back Tim Roth. A Thunderbolts team with Zemo, Abomination and Ghost could be fantastic. Throw Songbird in there and I think you got something. Keep it a lower budget film and they have a winner.

As for who they could go up against, I've actually thought about this before. If they were to bring back Roth as Abomination for this, what better place to finally tie up one of the longest running loose ends in the MCU?
