They reviewed it as just the DLC, which being just palette-swapped levels with minor changes and 2 new characters is a little underwhelming... except it's only $5. What's really dumb about their review is the title doesn't indicate it's reviewing just the added content and people will think it's a 7/10 for the whole package.Still baffled IGN gave this a lower score than the base game.

I would not count Angel Island Act 1 as a real level. It's a short tutorial at best. AFAIK Mirage Saloon Act 1 is the only mostly new level.
Edit 2: just watched that ign review. That was an awful review and all I heard was, "it was too hard, not enough content" even though the dlc is only $5. When did they review dlc for games anyway? I felt they wanted to shit on the game and used the dlc as a reason to do it.
Not a good outlook for fans hoping for an updated Switch icon...
It was written by a freelancer that actually loves classic Sonic stuff. The problem is the review is meant for the expansion and not the game as a whole, like Metacritic situates it to be.
There's the little bit of AIZ, but another act in the game is completely redone. I think that's it, but I haven't seen anything of the final version outside of the bits on the official Youtube page.
Character switching and being able to play as any duo of characters, also gets rid of lives in favour of the five characters just having one life (but you can gain characters again from power up TVs). The levels are slightly reworked to allow for Mighty and Ray's new abilities, and they have a new colour pallet.
