It's referring to the fact that we elected Trump in part because our manufacturing sector is waning and white people in these sectors effectively voted for the potential of a government bailout of some sort to revive these areas; that whole "economic anxiety" excuse.

BTW this is the same guy that, given the chance, will pass more legislation to further knock African Americans back on their ass and then pass anti-ass falling legislation.
