Contact Microsoft. They have been pretty nice about giving people a PUBG code if you bought the One X around the promotion date.

AFAIK, there is not a steam key for it. All uPlay unless you get gifted it on Steam.

Correct but all it does it just adds it to your Steam library. You still need uPlay to run the game.
