Some good news.

CNN said:
North and South Korea will hold a summit for the first time in more than a decade in April, South Korea's national security chief Chung Eui-yong said Tuesday after returning from a meeting with North Korean leader Kim Jong Un.

North Korea told South Korea that it would freeze its nuclear and missile testing "while dialogue is ongoing," Chung said. He added that Pyongyang also expressed willingness to talk to the United States "in an open-ended dialogue to discuss the issue of denuclearization and to normalize relations with North Korea."
Chung said the summit would be held in the demilitarized zone that divides the two Koreas and the two leaders would open a communication hotline.
South Korean President Moon Jae-in sent Chung and four other top government officials to Pyongyang Monday, when they met with Kim and some of his top aides.
It's believed to be the first time the young leader has ever met with any officials from South Korea since taking power in 2011.

Analysts cautioned that North Korea has a history of using negotiations to buy time for its weapons program. The Kim dynasty has over the years raised the prospect of abandoning its nuclear-weapons program if the U.S. gave up its hostile policies, though serious negotiations haven't taken place since six-party talks also including China, Japan and Russia broke down in 2009.

"It's progress -- certainly more than most would have expected -- but it's still rhetorical," said Robert Kelly, a political science associate professor at South Korea's Pusan National University. While it's unclear if Trump will agree to return to negotiations, he said, "the pressure will be on to talk."

The U.S. and North Korea have been at loggerheads since the Korean War ended without a peace treaty almost 65 years ago, and Kim's government has repeatedly said nuclear weapons are necessary to deter any U.S.-led military action.

As recently as Saturday, North Korea said the country wouldn't accept U.S. preconditions.

"It insists that it will have dialogue only for making the DPRK abandon nuclear weapons and persist in 'maximum pressure' until complete denuclearization is realized," a North Korean Ministry of Foreign Affairs spokesperson told the official Korean Central News Agency. "This is really more than ridiculous."

Well without negotiations, NK would still be developing its weapons program, so this should be considered good news still for the chance negotiations actually lead somewhere productive (however slim those chances may be)

They're still developing their weapons during these talks. The wheels do not stop turning on that.

There is nothing beyond lifetime aid (food, goods, possibly infrastructure funds) that would get them to stop working on these weapons. It's a shitty negotiating tactic they've attempted to different degrees in the past.

And even if they were truly open to disarming or halting production, our idiot in charge of the US is such a poor wheeler and dealer he'd surely blow the deal because he's so stupid.

This is not new.They've said since July 4, 2017 that they'll only give up their "nukes and ballistic rockets" in exchange for a guarantee in security and the elimination of the military threat on the peninsula. Nothing has changed, really.

It's important what NK wants in terms of feeling secure enough to actually denuclearize. The US won't like the answer. If anyone here is simply looking at the headline and thinking this is meaningfully positive, the devil is in the details. A freeze of annual SK/US exercises won't be enough in exchange, either.

NK leaders have lied repeatedly about freezing their program. Unless they allow in UN inspectors immediately, they cannot be taken at their word.

I hate to be the cynic, but this seems to be NK once again offering peace talks in exchange for aid, only to act agressive again once they get what they want. That being said, this seems to be going farther than most disarmament talks usually do, which is both encouraging and somewhat confusing. I haven't been following the story super closely, but why now? Last I heard Kim and Trump were at each others throats, but now NK is willing to include the US in talks? Is it due to the Olympics, or was there another factor?

Getting annihilated is the factor, and that threat is coming from the US. They're trying to pull back tensions as usual, and tensions are particularly high this time around. They're going through the same script that they've used for decades.

Frankly, this is either a ploy by North Korea for more aid and more time to develop weapons, OR, an elaborate ploy by Russia who is using it as a prop to help make Trump seem like a brilliantly effective peacemaker (for their own goal of disrupting the international order).

I'm going with the former, but the latter would absolutely not surprise me.

The less important question is why now and more what is NKs end game?


Imo their end game is reunification on their terms.


Nk simply can't be using China as a crutch forever. Forming an eu style coalition with south Korea would catapult them out of poverty.

The political differences are too severe for reunification but if they can form a trade alliance that would mutually benefit both parties. But it's hard to see them going full EU style with no border restrictions and decisions being made by a separate governing body.

Why they are doing it now is simply because Trump is such a moron he has increasingly alienated south Korea. This is the best time to look like a reasonable alternative.

What North Korea wants the most is for US forces to leave the Korean peninsula. South Korea would likely strongly consider that in a world where China doesn't exist. We don't live in that world though.

their only threat of invasion is coming from the US

we've been regularly threatening to wipe the entire country off the map since the last time we basically did just that and people act as if they're the crazy ones

This is good news because they are restarting the talks and the hotline, and that's the natural starting point for de-escalation of tensions.

Now, wether it will actually lead to bigger, and more practical solutions, or end up just being a ploy, remains to be seen, but if it did lead somewhere, I'd qualify that as "Fantastic".
