Without absolving the Trump administration, these allegations in court testimony are from the Obama administration. In all likelihood if these private facilities did this under Obama's watch, then it's likely much worse under Trumps, but... the allegations mentioned in the court filings are from before Trump took office.
The lawsuit has a few accounts pre-2017, but the vast majority are from the Trump years -- perhaps explained by changes in Trump's policy that would increase the number of children being sent to facilities like this. And this is all for a contracted facility, not the government directly.

It appears that the Texas Department of Family and Protective Services is most directly to blame. This company has been doing this shit for 25 years under different brand names in Texas. It's unclear what -- if any -- awareness of this company's activities would have hit the radar of anyone at the Federal level, never mind the Executive or Legislative branches.Fuck the administrations responsible for allowing this to happen.
