I never knew models specialised in different fields to this extent. So I assume she advertises herself on Linkedin with references to how excellently she can appear shocked?

The agency would likely schedule days of shoots with those models to capture dozens of scenarios. They'd have a list of requests and data on what was needed or likely to be needed.

Right, okay. So then someone had need of a shocked expression, and so they asked her to appear shocked for dozens and dozens of shoots for the requester to choose from? I know someone who does modeling, but the boring normal kind. Knowing that it can get this specific is blowing my mind.
The fact that this exists must mean that there is a somewhat reliable market for it. I imagine most of them never see the light of day ever again after the first couple trips outside. They should, by rights, add a little tear below its eye, because that's the reality of the matter.

They are expensive as shit to license - and some of that is because they only expect to sell it once or twice. So it basically needs to more than pay for itself - which again is why they amortize over so many ideas per shoot. The advent of cheap, good, augmented consumer photography is going to threaten that market though, just as youtube does TV/studio monopolies.
