I find it hard to believe he did this simply because they were wearing that hat. Though I have to say if one decides to wear that hat in public they have to know they are doing so to elicit a response. It has become a symbol of white supremacy, the phrase MAGA is a dog whistle of white supremacy, and the people still wearing it are white supremacists. So even if he wasn’t saying racist things before hand he was looking for that sort of response.
