That was because tax evasion was the easiest charge to get him with. The whole point was that it did not require much investigation since it was obvious from his lifestyle that he wasn't declaring his income.
In this case it doesn't seem like it was even a tax-related investigation.

Cases like this are often broken open due to following the money in some way or another, which is definitely in the IRS' wheelhouse. Hey, whatever it takes when it comes to this heinous shit.
