About 20 years ago I ran into some skeezy porn shoot happening on the playground in my apartment complex. Apparently I wasn't the only one to see it, and some parents complained to the management who said they had permission to do it.

Libraries also have programs and events specifically for kids.

I'm not saying kids/families never visit libraries just that its unlikely that a child would be wondering around during normal business hrs. I typically hang out in libraries when I travel because hotel check out times are at noon so I have time to kill before a flight. Unless there is some specific public event happening( yoga/read aloud/holiday thing/summer vacation etc ) I can sit in a library for hours and only see senior citizens,homeless people or people who need the printer.

Eh, never know. Lots of reasons a kid might be there at that time (half-day, pulled out for the day by a parent, homeschooled etc).
I happened to get a few days where I stayed home because I missed the bus and mom had already left for work. If there had been a library in walking distance, probably would have gone there since I was a nerd. I can see where you're coming from though!
