Well Barry came to Star City just before the particle accelerator and met Oliver who kept him around an extra day. If Oliver wasn't there, it would've been different, so yeah checks out.

Also that was an awesome callback, Oliver confronting Malcolm was like when he confronted Moira as the Hood and the fight was the same as Oliver vs. Malcolm in the office including the table slam, except Oliver got the upper hand at the end.
