Didn't really have parity last gen with PS4 being more powerful than the Xbox One, and then the One X being more powerful than the Pro. Unless you mean "this gen" as PS4/XBO.

If this is true for early cross gen games I'm worried it will mean we fall back to 30fps games as the gen goes on

Ubisoft PR says native 4K. It's obviously not going to hold that but out of the two consoles the SX will be the one to get closer as you say.
