No, it's probably the inverse.

Making rulings that go against Trump probably energizes republicans to vote in the midterms.

Democrats are basically tapped out in terms of potential midterm voters. The game now is to get swing voters to vote blue (which is what polls are showing) and having republicans feeling complacent or demoralized.

This shit is coming from Trump lawyers, they've been spewing things about this wrapping up all summer to make it look like there is nothing to it.

There is zero evidence the special counsel is playing politics, they're not waiting for democrats to take over the house etc.

That's the downside for us, but Mueller is not supposed to care about the midterms. Affecting an election is explicitly what the DOJ policy is there to avoid.
