When you pay by F&F you aren't paying for goods. You are just gifting money to the receiver and receive zero protection from PayPal, since PayPal is eating the CC processing fees. It is technically against PayPal TOS for sellers to request payment via F&F because PayPal loses money on each transaction.

In short, if you trust someone implicitly, you can pay via FF.
If anything goes wrong though, you have zero protection via FF.

"Regular" PayPal payments include a processing fee charged to the seller (same as when you use a CC at the store) and those include buyer protection.
