I only wish I had the money to spend on legal action! If I did maybe I could have just bought the game myself for him as a birthday present. But yeah that's out of the cards financial wise.
Threatening and following through are different things, if he does this regularly he'll call your bluff, but if he's not willing to provide proof which he can easily do/isn't communicating then there's no harm in it.
