I was hoping to see if any of you could help me figure out if there's anything I could do in this situation. I sold something here so that my little brother could have money to buy a digital code of Let's Go Eevee he said that he found on the internet. It was for his birthday and he's always wanted it so I gave him the funds for it. Unfortunately he paid using Friends and Family and he changed it to PayPal Balance instead of just paying with a card. Now the seller claims that the money never arrived despite two phone calls with different reps assuring me that they could clearly see the funds in his PayPal balance. I even asked one of the reps to send me a message confirming it as proof.

He says that he called PayPal and that they told him that my brother cancelled the payment despite the fact that you can't do that when it's Friends and Family to my knowledge. And then he says that my brother bought something else at the same time as he sent the money which nullified the purchase? I asked if he could give me a message as proof and he said that it was a phone call and that I would have to take his word for it.

So basically my little brother isn't getting that code for Let's Go Eevee anymore since he paid using Friends and Family and the seller claims that the money never arrived. He's super upset since it was for his birthday and everything. I'm wondering if there's anything else I could do in this situation.

I mean, I don't want to be that guy at all because it's a crummy situation, but that's the thing about friends and family.
You don't really have recourse because PayPal doesn't care that the buyer tried to save on fees by using F&F when they were buying a good or service.

Not through PayPal, you can threaten legal action & follow through with it if you want, you have the sellers address etc. And proof you sent them payment.
