There is no overarching EU region for PS+, every country has its own vouchers and they can't be redeemed in other countries, so it might be better to specify which country you have on offer.
You are right, the code is from Kuwait, not from a European country, thank you for let me know...
You sure about that? Thought that was only with currency cards. At least here a Canadian PS+ card works on US account
