What's the punishment for this? Molesting a minor... in public. You'd assume that would be a harsh punishment. So I'm surprised it's common.

There's a reason it's so high, and it's pretty absurd. They pretty much don't charge you unless you've already admitted guilt. Or, on rare occasions, have enough evidence for an ironclad case. Cases don't go to trial to determine innocence or guilt - they're mostly glorified sentencing hearings. So groping cases, without video evidence, are just one person's word against the other in a conservative and patriarchal society. All the grouper would have to do is not confess.
That Japanese term specified refers to it on a train rather than the more generic English one, hence I was saying how it's so worryingly commonplace that a person groping women on a train has it's own word.

My guess is that the Internet has empowered people, as they see online that things don't have to be in a certain way. Just look at that fuckwad Farage being afraid of milkshakes, while not so long ago politicians were regarded as untouchable.
