GTAV doesn't look like this:
Arguably CBP is one of the most ambitious titles of the generation and the devs are really struggling to meet that promise, as they don't have the resources of a studio like Rockstar. And this is AFTER the Witcher 3 which is already an insane "who died to make this" tier effort.
Inside the buildings though. Supposed to be bigger with more dense amount detail than Witcher 3 is wide. Supposedly.
