No. Sony were a publishing and marketing partner on PS4, now just a marketing partner after Deep Silver took global publishing rights in 2017. The private investor into the game is, and always was, Shibuya Productions.

They're just focusing on the PS4 and PC versions for now and trying to get them finished. Suzuki and his team are probably crunching hard right now. It's like KH3, turns out people that didnt played the other games didnt liked KH3 and called it many things. It's the same with Shenmue 3, it's definitely a game for fans of the series.
Exclusivity on third party games sucks. But it's not the first time this happened: MS bought Shenmue 2's exclusivity on Xbox a long time ago for the US market.
I played Shenmue 2 on dreamcast with the Xbox version english dub added to it. Crazy work around, but i prefer the ultra wacky english VA

Nioh has a deal with Sony and they only mention the PS4 version but we know it'll come to PC too.Such deals can be console exclusive deals, too, as in skipping all consoles but the PS4. PC is not a console.

So I want to switch gears a little bit. I want to talk to you about Shenmue and crowdfunding. That was announced onstage on Monday and it's at about $3 million now. So let me ask you: Why did Sony PlayStation decide to allow that crowdfunding announcement as opposed to funding it?
Ah, no, no, no. It's a very exciting project and there are lots of PlayStation fans asking for it. But it's a Sega IP and of course Suzuki Yu-san is the creator. So somehow Suzuki-san was able to work out with Sega to allow them to Kickstart the project. And because we liked the project, our third-party relations team struck a deal to help Kickstart the campaign at the E3 conference. That's great PR.

I can assure you Yu Suzuki has 100% creative control over Shenmue 3. It was well in development before Deep Silver came aboard. What DS did do was give the game a bigger budget which is a huge plus.someone wrote some time ago in the old Forum, that the japanese devs have huge Problems with dealing with Deep silver, not sure if this game pans out as good. i think this will be some duke nukem forever shit :(
