I think with DOA people take issue with the fact that this is being done to excisting characters who, while sexualized, are otherwise used in the context of a fighting game and as such retain some form of... value outside of being sexy, not just things to oggle at. Other than the gross sexualization of children, I don't think people would otherwise give a fuck if a lame game like this existed outside known franchises.
This is their gacha game, Dead or Alive Extreme Venus Vacation. There's no male characters in it, unlike DOA6 which doesn't have this content (as far as I know).

The OP knows is "fan service." That doesn't make it okay to design characters specifically to look as if they are underage and then put them in situations like this. It's gross.
I don't think that poster was trying to justify it or say it's not gross. It's more like it's to be expected of the franchise at this point so it isn't surprising. It's not a new low when it's been at the bottom of the barrel for a while now.

DOA was always a fighting game with playboy bunnies. I can get mad that an ostensibly for-everyone fighter like Street Fighter 5 has aggressive POV dives into people's cleavages that assume everyone playing it is into boobs, but I can't really get upset that the titilating boob fighter has titilating boob things going on.
And the whole age issue is a pretty pointless thing to argue about. They can say any of their various pretend ladies is any age, and there are plenty of women who look infinitely younger than they are. It doesn't help that basically all anime faces look like children either way, and I think that's mainly what's causing the jarring imagery, honestly.
You can spot what this game is from a mile away and avoid it. I'd direct my anger at the games that honestly should be for everyone, like Soul Calibur and Street Fighter, which are so aggressively in-your-face male gaze driven these days that I've completely lost interest.

This isn't really much of a new low although I'm on board with feeling pretty skeevy with DOA ever since the inclusion of Marie Rose. Some anime girl cheesecake is whatever, but adding her is pandering to an audience that adds some real discomfort when I just wanna see balloon boobs have minds of their own and jiggle about.

hardly surprising since it's just a nonce game. I don't even know how they keep making them they can't sell that many, surely. Maybe someone from sales-era knows? that's their thing.
Marie Rose acts and dresses like a toddler, the developers know exactly what they're doing. She throws tantrums toddler style, she has childish swimsuits (one of them with a pattern of unripe strawberries, go figure).
They might somehow look old enough to you, but to most people (myself included), this is what a child looks like:
There are two of those characters. Nyotengu, who is definitely depicted as mature. The more ambiguous one is Kanna, who is 1014 but she looks like this:
The "some adults look young like that" argument doesn't hold much water for 2 reasons.
1. A lot of similar games sadly do sexualize (more) explicitly child-like characters (both in appearance and behavior).
2. The game does nothing whatsoever to my knowledge to alleviate the notion that this is a child and not a petite adult

This is kind of a harmful generalization of Japanese society. This series and other similar media are not representative of Japan as a whole, they are a niche product for a niche audience. Please be careful in generalizations of an entire country's culture based on anecdotal evidence.
Japan has problems with depictions of women and women's rights issues, and even ones unique to them, but so does literally everywhere. This particular example is not a fair representation.
