To be fair though, there are a lot of very specific culture things in Japan that are wildly different from the US (server/patron Interactions, being quiet on the train, specific smoking zones, among a variety of other things), so I won’t blame people for not understanding those things immediately, but in the case that you’re describing, Id definitely explain that servers won’t really do anything unless you specifically ask them to. I would actually rank the Germans as the best tourists I have ever experienced here in Italy. British are great, too, as long as they aren't coming here for a football match. But football fans are the worst tourists everywhere.British, French, German and Russian tourists are way worse than Americans
