I read somewhere that the video was directed by either Gabor Csupo, or the studio Klasky Csupo - which might explain the 90s Nickelodeon vibe.

That video is peak 1993. The Freddie Mercury look is going out of fashion, the last fumes of the 80s coke stockpiles are being inhaled in a furious craze to delay the inevitable, and 3D CG is slowly being discovered and being used in hilarious ways. I wish I was born 5 years earlier to experience this time in full effect, it must have been wild to see the shift from the 80s to the 90s live.
