This tweet seems to indicate that Fox News did not doctor that clip. It obviously has editing for effect, but "doctored" is not quite the right label.
This is propaganda he's spreading. The standards of what a political representative should be have truly divebombed. It's endlessly alarming and disturbing that we have people who will stand by him no matter what.
No one in here is saying Fox doctored the clip.

Editing scenes together is usually not what people mean when they say doctoring.
The video clips are all real. They repeat the part where she hold up two and says three, but the zoom makes it clear they are trying to show it is repeated.
It's actually quite astounding just how anti-education a nation that formerly prided itself on its technical achievements has become.

I said Fox because it's obviously a package Fox produced and Trump ripped and posted. That's obvious from watching the clip.
My reason for saying it wasn't "doctored" (that specific term) is because, while it's been packaged and edited for effect, it is still using the footage as-presented from Pelosi's presser. I think the distinction is important because the administration has promoted actually doctored footage in the recent past.
the point is it's not "doctored" in the way I'd typically use the term. It's a supercut of Pelosi stumbling over her words but it's not otherwise edited, in contrast to the videos the Washington Post reported on earlier today, which *were* slowed down, etc. to make Pelosi sound impaired. Rudy tweeted out a link to one of those.
I don't think one can give him anymore exposure than he already has. He's the President of the United States after all, he kinda already has the max amount of exposure one can get in this world.
