More like a massive pile of mods.

The vast majority of those buildings and props are mods. Hell, even the trees are modded. There's tons of videos of people building cities like these on Youtube. Amazing stuff, really.

Here's one such example, using a mod list that nearly totals 1,000(!!) unique mods:

Looks like a "real" situation map (I'm an expert). Game was creepily addictive, designed to make you treat thermonuclear war as a puzzle with a highscore list.

Wow ugly? For me dq8 and okami were the games, which made me say "i dont need better graphics, this is the pinnacle".
Cuphead and okami are just the best of all time. I dont need "better graphics" after those games. After those two, i never have been amazed by anything else.
