Don't Starve feels somewhat halloween-y. It even has a few halloween workshop mods(though I don't know if they work, or add any amusement to the game).
You said they're younger though so it may be too complex of a game, or too dark of a theme for them to enjoy.

This was genuinely a good game. I also prefer it's rendition of This is Halloween to the version from the film.
That gets my vote. Really nailed the 'spooky' vibe while not being the least bit scary (though I'm sure children could be scared from it)
Really underrated game too, played it a few years ago for the first time and enjoyed it quite a bit.
Blood (PC) has a horror movie theme but never really found it scary. It's actually kind of ridiculous if anything.
