Some can, but not Digital Homicide's. If you owned their games prior to them getting delisted, you still can download them, but you cannot redeem any codes from that company.

Whether or not juniors can enter the giveaways is up to the person who sets up the giveaway. As disappointing as it is, I think for more expensive giveaways especially, sometimes people want to make sure it goes to someone who is active in the community and not a perpetual lurker. I'll make it so juniors can enter my next giveaway, though.
