First I saw this tweet get linked on Discord where it was pointed out that Guerrilla now specifically notes which openings are for their Online Project (and there's quite a lot):

But looking further into their site, there's actually even more definitive clarifications on the nature of the game, starting off with the Lead World Designer explicitly stating it is a Horizon project for a multiplayer audience:
And these ones mentions the focus on cooperative gameplay:
This one is for a Narrative Designer on this Horizon Coop game and mentions wanting to "push the boundaries of dramatic storytelling in Open World Games", which I guess both points to sticking with the open world map and to still maintaing some narrative focus
There's many more openings there with possibly more information about the game, but it very much sounds like a Horizon Open World take on a Monster Hunter styled game based on all the descriptions.
