Yes the dev sets the discount. They did for the base game with the 35% discount. There is also another buy option to get the game and soundtrack and you save 10%. Technically that buy option is also 35% off but once that is discounted, you also factor in the 10% discount savings for buying that bundle. In the end, you get the 41% off the original price off the bundle. Whether it was their intention or not, hard to say definitively cuz they can always say it's a "coincidence".

Except most instances of "88% Off" I've seen on Steam aren't in the middle of a controversy like a dev being outed as, say, a Neo-Nazi, and usually bring a game's price down to a "standard" price-point like $8

This 41% Off is in the middle of the devs being self-outed as Transphobic shits, is "coincidentally" the same as the Trans suicide-attempt rate, and brings the price to some random spot in the middle of $12.

As far as coincidences are concerned, I think running a 35% off sale to hit a price point of $9.74 apropos of nothing but an ongoing transphobia controversy when your last sale three months ago was for 50% off strikes me as extraordinarily unlikely.

Even if it does happen to be a coincidence, the reviews and comments alone make it clear that it turned out to be a dogwhistle and the devs don't care one iota that it's being viewed that way.

I tried to get a refund last time but no luck, so I did the next best thing:

If anyone else bought it like me I'd recommend donating to a charity, like the Trevor Project, if you can't refund. Might as well give the same amount or more to non-deplorable people.
