That was the other track I was going to post, so here have a track from a game that is in no way horror but would fit right into Silent Hill.
I love the piano save room song from RE2. It's beautiful but also quite ominous with the synthy undercurrent. Sounds like something you'd hear in a David Lynch film.

Something about Dining Hall always spooked me, that clock always made me feel like something was going to come get me for some reason.

I want to nominate this one from the Neptune tank area. One of my favorite tracks of the first game / remake. Very haunting!

To nominate another one: the RE3 save room music. It's a bit calming, giving you a relief from all the horror lurking in the streets of Racoon City, yet it's also haunting, reminding you to not drop down your guard.
