If he doesn't dominate, that means the RNG is balanced in such a way that it's as much of a hindrance to Hero's chances of success as it is beneficial. So while losing to Hero due to RNG might feel bad, the better player will win more often than not. And if the better player is the one using Hero, it means they'll sometimes lose to their own RNG... so it kinda balances out.

Perhaps the real reason they want Hero banned is because RNG enables Johns, lol
Hero wont really lose to his RNG unless someone decides to try out Hocus Pocus. The thing about Hero is that he isn't completely random. He has control over any of the attacks he's going to use and he can always opt out of using Hocus Pocus. The way I see it, if Hero is lucky enough to get Magic Burst or critical hits he becomes pretty OP in that match, otherwise he's normal, but it's not at his detriment.

This means RNG probably wont boost him to a tournament victory, it might just lead to some matches decided in his favor by it. The only time it will work against Hero is if the player decides to take a gamble and use Hocus Pocus, and I doubt any player would do that unless they're going to lose anyway and they gamble for the hell of it.
