I think it was kinda Diddy with his endless dolphin sounds although that's not entirely fair to give him credit since he mostly just executive produced, but he got the idea of "not the rapper" adding ad-libs to songs going.

Then maybe MIKEWILLMADEIT was the first true producer tag that got popular?

the first popular tags i remember hearing were primarily in mixtapes.
such as CANNON, CANNON or DRAMATIC!
or even WE THE BEST!.... and maybe even *british voice" Scott Storch

I would say the Neptunes' "repeat the first beat for 1 bar" counts, even though it's not a standalone sound effect. Not hip-hop, but Terror Danjah has been using his tag for grime since 2002-ish.

Those are DJ tags, not producer tags.

Definitely feel the tracks Ovtavian does that are more on the wavy, airy, electronic vibe more so than the typical rap ones. 'bet' is a banger though.
