It's not even remotely offensive. Cunt is used in daily vocabulary here. Quite common to here it used in a number of situations including calling your friends cunts, calling the fucker who screwed you over a cunt, stubbing your toe and calling that a cunt

If you're from Australia or a lesser extent England, it's harshness or not are quite distinct.

It can be used as a term of endearment - ie "That guy's the craziest cunt I've ever seen" or a greeting "whats up cunt?"
It can be used as a term of insult - ie "<politician> is an utter, utter cunt".
