I have $1500 USD to spend on two phones... What to do?

BB had $150 off an unlocked Note8 a few weeks ago, I'd check there first if you are interested. But it would be best if you wait till Black Friday, Samsung might pull a surprise.

I buy pretty much every flagship phone for work, and so far, no OEM phone has been able to match first party phones' smoothness. Like, I was just playing around with the Note 8 and V30 last week, and it was notable how much choppier the Note 8 felt, despite it being more powerful than the Pixel 2. The V30 was smooth, but I didn't like the LG skin.

Buy an iPhone 8 ($700) and a Galaxy S8 ($724).

Pretty much covers everything for just under $1500.

Buy two used Galaxy S5's and take the extra cash and buy her a nice EOS camera that is better than any cell phone camera, and you will still have cash to spare.

Just buy an RX100 or similar camera, and then buy some OnePlus.

If you're even looking at the camera on a phone, you're doing it wrong.
