This right here, however I kind of understand the reasoning of a serialized manga not having characters change designs all the time, it's harder on the mangaka sometimes. It's also the reason sometimes you get more simplified designs in longer running manga.

yea, i kinda wish he implemented the casual styles in the manga and anime more. But I can see why it's easier having default uniforms to fulfill deadlines.

I think you're thinking of cover arts and addition pages in the manga. He's usually wearing either his school outfit or the shinigami clothes.
