Is Octopath Traveler developed by Nintendo?

Hi :) I've three questions about Octopath Traveler:

1. In the eShop it says that Octopath Traveler is released by Nintendo, so is this also developed by Nintendo?

2. Or does Nintendo has an exclusive deal with Square Enix, or did Nintendo fund that game?

3. Is it possible that this Game will ever release on another console than the Nintendo Switch?
