Mario may be more portly but he is definitely more physically "capable" than Luigi. The fact that he has better traction implies better form, and in most recent Smash games, Luigi is more slapstick/weaker than Mario who's powerful and athletic.
I'm the hero of my group of friends, but I have a friend better at cooking than me, another is "in better shape"... people have different skills?
The Luigi is more of a punching motion, a subtle difference but vital to the lore
