Okay but actually on topic though, I'm not sure why this is an issue since the OP doesn't explain it great. People alter the sexualities of characters to fit their ships all the time, and bi people exist and deserve just as much shipping representation as anyone else. Is there an element to this that makes it uncomfortable, like, are people actively denying her attraction to women?
Was this thread unironically the first time someone found out siblings getting shipped was a thing? I mean, not to be rude, but how does anyone with who spends any amount of time online at all not know that? Or even offline. Fanfiction is just barely younger than the idea of fiction in the first place, and incest has been the talk of rumors and stories for literally centuries.

Lesbians and bisexual women suddenly falling for the male protagonist / self insert after their female lover dies because he's so cool is VERY standard writing for all kinds of mainstream fiction, so I wouldn't be surprised if this was intended and they end up together in the sequel.

Well Hobbes. Don´t get into anime, incest is a pretty big fetish there. Even in mainstream shows. Ah good old Evangelion you really fucked the industry, didn´t you. The mangaupdates database has used the tag incest 2684 times as of today. 677 entries were left after I subtract hentai but I left in Yaoi. (The Yaoi and Yuri scene love incest.) The real number is higher if I consider the other incest tags, some people need to be really particular in the categorization of their fetishes. And then are all the manga that weren´t tagged properly as of now or aren´t part of the database. I could go on all day...
Back to Star Wars. Shippers can´t be reasoned with and this is likely only the tip of the iceberg. Especially if the game´s story connects with enough people.

There was no cheating in Days Gone. Not even a kiss. Just a realistically portrayed, extremely brief moment of mutual attraction between two people that have known each other for a long period of time.
Yes but also no. There are explicit overtones but not in terms of her brother perving on her, which she finds gross at that point. Rather she wishes she had a little sister she herself could perv on.
The actually explicit incest overtone animes are Yosogu no Sora and Aki no Sora. Stay away from those.

Calm down. They're fictional characters, nobody is being harmed by that kind of fan fic and fan art existing and nobody is forcing you to look at it or read it. Whatever your personal moral objections may be, it's not a big deal.
As for OP's outrage, as others have said, there's nothing there to be upset about. So long as they're not complaining about the game featuring an LGBTQ character or saying she should've been straight, it's all in good fun. I've turned countless straight characters gay in fan fic. (And yeah, there's an argument to be made that it's not exactly the same thing but I'd still argue that it's harmless either way.)

But coming back at the topic... I think this isn't a 100% right or wrong/black or white, because while there is shipping and many people alter the sexuality of the characters all the time, I always defended that isn't wrong to make a gay pairing if you're not toxic *cough*LancexKeith forever*cough*, sooo isn't just that I judge someone to pair their MC with a character.
BUT, there is the issue of erasure, fetization of lesbians by the media and how many people think it's just a phase that the woman is passing or that she just didn't encounter the right guy *Blech*
Again, there is another viewpoint.... She could be Bi, I didn't play this game but from OP she only said she fell in love with a woman, never was explicited that she only likes girls. The "B" letter exists in LGBT and it's sad that many don't consider bi people a real thing.
Finally, to tell the truth... I was expecting far worse from what I saw in RDR2 treatment of women and minorities.
The worst thing about that, there where plenty of plot threads that could have led to a normal wholesome ending.
Hmm.. I finished the game yesterday and I did not get the impression that she's LGBTQ - but instead I really did get quite a "sexual energy" vibe between her and Cal so much so that I actually joked about it with my boyfriend lol - so I can see where those YT vids are coming from.
This must've been an optional dialogue because not once has it come up in my game, I wish it had though because I really like her character and knowing she's lgbtq makes her even better.

To be on topic. Isn't this a common occurrence in fiction? Where people just ship anyone with whoever? Shipping has fuck all to do with a characters orientation from what I've seen. People ship straight brothers together, gay characters with women, etc.
