It's what we expected - yes, maybe slightly lower. I'd have put it at 850k maybe?
It's good - no, even 850k would have been "bad" compared to volume 9 sales

Spy x Family tends to lose a lot of readers between each volumes, and there was no reason not to expect the same for volume 10.

I assume Jump+ titles probably don't sell as well as WSJ ones in general, so it seems like a respectable showing for one that's not an immediate breakout hit like Dandadan.

As you can see, Chainsaw Man is indeed getting a big sales boost.
But it's not huge (yet). It doesn't compare to the peak of Demon Slayer's boost, Jujutsu Kaisen's boost, Tokyo Revengers's boost or Spy x Family's boost.
And, on top of that, HxH released a volume this week when Chainsaw Man's latest volume released last month.

Well, up to 2020, it had sold about 3m units in Oricon for 19 volumes. (~170k per volume)
Now, it's at 39.2M units sold for 30 volumes (~1.3M per volume).

So it depends what you call "popular". 170k average is a great score imo, so I'd say it was popular before the anime.
But clearly, it reached a new level with the anime + live-action movie
