The problem is that they don't have power. If you want them to yell and shout and stomp out even though it won't stop the proceedings than say that but also admit that it won't do anything
I do something similar when I fidget quite frequently, I rub my thumb nail or scratch at the skin around the nail and I've never intentionally made a white power gesture. I really doubt that this is anything sinister.
I saw this woman earlier towards the beginning of the hearing and I was thinking to myself how unfortunate of a position she's in being directly behind Kavanaugh like that. It must be incredibly uncomfortable and I know I would be self-conscious as hell if that were me.

The OK thing does have a history, ironically yes as like a chan/reddit op to make the OK symbol into a white supremacist thing so they could signal in photos with plausible deniability. And it worked, to the extent that some of them now do it
