Possibly. The whole rumor was started by folks in DC seeing "huge files and lots of boxes" being moved around which can mean a report is finalizing.

It's entirely possible with what we know now that the huge report could have been this filing about Manafort and the boxes were all the evidence associated with it. I'm no legal expert but this seems like a fairly likely thing and in defense of those who got the chatter started this is a very easy mistake to make.
