Yeah pretty much this the setting is quite interesting and unique for Shonen Jump. The author could really do a lot of things with the setting and characters.I guess I feel interested because the concept of a dystopia in japan after tunnels connecting it feels really fresh and really interest me. Not only that but it put some interesting aspects with changes like the characters learning more languages to be able to work, how Japan changed due to the immigration in culture and geography and the diversity of characters, like the boy which had many times speaking in his language. I don't know about the story itself but the setting and lore grasped me on the first chapter.
