Kind of hard to sell a cloud-streamed game at retail. It means the game is more or less like an interactive video; the game is fed to you over Wi-Fi and you play it. It's not running on the Switch itself, but I think on a PC over on Capcom's end.

Agreed.Re: Capcom. I don't think Capcom is dumb- they can read sales numbers and understand market trends as well as anyone. So I don't think they are blind to Switch's success.
I think the problem is Capcom has A- completely dedicated itself to AAA Western development and B- Largely because of A lack any resources or ability to pivot when needed. That's the real indictment of Capcom IMO. They aren't the only company to think Switch would fail- they do appear to be the only one not able to shift resources and take advantage.

I think most of the issues stem from Capcom's confusion on the concept of the platform.I think this is pretty objective.
Their approach to the system has been wrong, not because they didn't believe / trust in its success beforehand (this was done by almost everyone, and people know my stance on this issue, primarly due to Nintendo's will to not position it as a 3DS-too successor from the beginning), but because of almost all the subsequent actions they took/not took.
And of course I'm not pretending them to port AAA games to a weaker machine, but as you stated there could have been many actions to be taken way more logic to their business, seeing Switch's success on the ww market.
The only thing I'd like to underline is that with MH World incredible and record-setting success, they clearly did the right move with the franchise, a move that in terms of financial and management approach/result give us the best Capcom outlook since many years

My most realistic guess is that they're on very shaky financial ground, and have decided to bet everything in hopes of getting a multi-millions sale blockbuster in the West. They decided to abandon the Japanese market and don't want to go slow and steady with smaller releases — instead, like a gambling addict down to his last $20 bill, they want to put it all on a handful of bets and hope to hit the big jackpot that'll turn everything around.Except Capcom, which keep making the most mindless decisions every two months. God knows what happen at the head of the company.

Almost all the producers left the company before the franchise was big, around 2003-6it must suck to make a game/series so big that its up there with Dragon Quest and Pokemon only to have it "snatched away" from you.
Keep in mind that it was discovered that that ultra SF2 port that they convinced nintendo to publish for them was gonna be apart of the SFCollection, so once they found out how good the game sold, might aswell verbally said "shit" and removed it from the collection and greenlit a switch port for itIf you mean what I'm talking about when I say mindless decisions :
- releasing a port of SF2 of all games when the SFCollection was already in development for the machine at that time
- not releasing Okami HD day and date
- not releasing any old RE game port despite RER1+2 selling so well last year
- localize MHXX one year later and 8 months after a better MH game released
- not releasing the Disney afternoon collection on the console that has the most retro-centric userbase
- not releasing the DMC HD collection when the re-release of Bayonetta 1+2 proved that there's a sizeable BTA audience already present
- refusing to use a single cartridge (that wouldn't cost more than a PS4 Blu-ray) for both MMLC or MMXLC games and thus alienating part of the target audience
- refusing to release retail versions of MMLC, MMXLC, RER1+2 in Europe despite being an important market for Capcom
- and now, releasing a cloud version of RE7 exclusively in its worst market out of the big 3 instead of making a full price port for a worldwide release
