Decline is expected for most everything else due to age and timing. Switch is still in it's prime, so it should be holding pretty stable outside of major release times.

NSW is the only platform that sold more units year-over-year: up 1%.
PS4 is down 24.000 units (-45%) compared to last year.
3DS and PSV are both down more than ~10.000 units compared to last year.

Slow week. Switch evergreens keep performing incredibly well. May will be a slow month nonetheless.

June has actually a few Switch releases that should make the charts more interesting: alongside the already-mentioned Yokai Watch 4 and Super Mario Maker 2, Jikkyou Power Pro Baseball and Doraemon: Story of Seasons are coming out.

Also, I presume Famitsu decided to go with combined hardware numbers for one simple reason: they haven't released a Top 10 for Week 18, 2019 numbers (Top 10s articles are where they reveal weekly hardware sales). Thus, they published Week 18 + 19 numbers for both hardware and software. Things will go back to normal next week.
