Because this pandemic has given all console hw huge boost (globally) and they were not prepared for it (no one was). I mean PS4 just had its record April in US when just few months ago it was in heavy decline yoy. You can't ramp up manufacturing that fast not to mention with PS4 being at the end of its lifecycle and PS5 manufacturing starting soon I don't know if they even can ramp up PS4 manufacturing anymore (or does it make sense).

How much more do people think PS4 would have sold on a weekly basis in Japan without stock issues?
Going by global trends at least more than last year. How much more? Dunno. Maybe like 15k? I mean in US sales almost tripled in April compared to last year and also UK has seen big uptick.

ps4 sales havent really risen from corona in japan though, so manufacturing shouldnt have been affected especially when the numbers arent that high to begin with
I dont think sony would have directed japan production to other regions since the amount isnt even high
coz of those reasons, i dont think theres supply problems in japan as a whole, probably only a few stores at most
